BillinghamTown Council is committed to making its website accessible in accordance with The Public Sector Bodies (Website and Mobile Applications) (No 2) Accessibility Regulations 2018.
We are making our best efforts to ensure as many people as possible can use this website. For example, that means you should be able to:
- Zoom in up to 200% without the text spilling off the screen;
- Navigate most of the website using just a keyboard;
- Navigate most of the website using speech recognition software;
- Listen to the website using a screen reader;
- The text and pictures will reflow when you change the size of the browser window.
This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AAA Standard.
We are not responsible for making external content accessible which has been provided to us by a third party.
We are also in the process of making the website text as simple as possible to understand. Any links to external websites will open in another window.
How accessible is this website?
We know some parts of this website are not fully accessible i.e.
- Most older PDF documents are not fully accessible to screen reader software. The accessibility regulations do not require us to fix PDF’s or other documents published before 23rd September 2018 if they are not essential to providing our services;
- Full agenda packs for committee meetings are not fully accessible to screen readers due to them containing third party documents which form part of any decision making process in the meetings.
If you are having trouble, please request an alternative version of information you cannot access and we will try and help in any way we can.

Disproportionate burden
It is not always possible to change the device orientation from horizontal to vertical without making it more difficult to view the content. It is not possible for users to change text size without some of the content overlapping.
We do not control how Google Maps displays information, but where possible we provide addresses within the web pages’ text. When Google makes their map output accessible, we will update our technology accordingly.
Enforcement procedure
The Equality and Human Rights Commission (EHRC) is responsible for enforcing the Public Sector Bodies (Website and Mobile Applications) (No 2) Accessibility Regulations 2018 (the ‘accessibility regulations’). If you are not happy with how we respond to your complaint, contact the Equality and
Advisory and Support Service (EASS).
